Build breaks depending on version of Werkzeug #48

A known issue in flask-restplus can cause builds to fail based on the version of Werkzeug being used. flask-restplus appears to have been abandoned so we can't expect a fix.

A potential fix would be to replace flask-restplus with flask-restx, which is a fork of flask-restplus
