We should add a command line utility to aid in manipulation of planned maintenances through the Zino API. This can make automated PM manipulation easier to implement from any language.

This was an internal suggestion from Sikt's research network team, but needs to be specified more to be realized.

This may be somewhat related to #264 , in that the scripts should have similar mechanisms for retrieving the necessary API credentials.
