While noise glasses (ger. "Rauschbrille") are not strictly a "deficiency", the desire for simulation of such has come up a couple of times.

Analyze how noise glasses work
Implement missing aspects
Create a noise glasses profile with a "per mille" parameter

An example of such glasses can be seen in this video.
