Very unclear documentation for the materials section of the configuration files #20265

Status: Triage
This ticket requires input from someone of the Cura team
Type: Bug
The code does not produce the intended behavior.
Cura Version
5.9.0
Operating System
Windows 10 Home 64b
Printer
Elegoo Neptune 3 Pro
Reproduction steps
Try to have Cura load another generic material that isn't in the "exclude_material" list. For example "generic_tough_pla.xml.fdm_material"?
There doesn't appear to be a "load these" command, anywhere in the configuration files, and the above file is in the Cura....\resources\materials directory.
Actual results
"generic_tough_pla.xml.fdm_material" does not show up in the generic materials list, in Cura, even if it isn't in the "exclude_materials" list. And is present in the Cura...\resources\materials directory or the %appdata%...\resources\materials directory after being "imported"
Expected results
The "generic_tough_pla.xml.fdm_material" would show up in the Cura materials-generic section, like all the other 'generic' filaments.
This is fixed by adding "175" to the filename and by editing the the filament diameter to "1.75" within the file. This isn't documented, is counter-intuitive, and isn't flagged in log files.
If "all" the filaments in the materials directory are loaded but there is a "problem" with a file, this should be logged as a warning such as "file not loaded because filament diameter doesn't match any extruder diameter on machine". Not just not do it, and smile. Or post "successfully imported" but still not load it.
