AppealID doesn't trigger error

I thought we had made an error for this before, but i'm getting...

It’s a “these id’s don’t exist on alpha” error. You can’t run that tool on alpha because the alpha database won’t match the user ids in the on-wiki category.

It was actually posted on the wrong bug. And that isn't the issue, it's just an effect here. I understand why it doesn't exist, but I'd prefer a pretty error message over fatal errors any day.
