One of the handy things I like about OTRS is that you can watch tickets that you are interested in. I think this feature may be helpful in UTRS, such as following blocks you may have issued or in situations where you are interested in seeing the resolution. If it's not too difficult, I think this would be a useful feature to add.

So to be clear is this a watch for appeals where they are the blocking admin, or a watch button for any appeal?

If both, lets separate that into two bugs.

Keeping #37 in mind, this is doable.

Changes required:
*Appeal.php/reply.php need to be changed
*New table in database
