Fix jump-to-section alignment on website #1483

Moving this over from an issue on the US-RSE conference 2024 website.

When I click on a URL for a particular section of the website, it scrolls down to just past the actual section header. For example, going to the "Hotel Accomodation" section of the website at https://us-rse.org/usrse24/attend/travel/#hotel-accommodation looks like this to me:

Someone else should double check this behavior occurs for them, it happens for me in both Firefox and Chrome.

I can confirm that the same happens in Safari. My guess is this is a misplaced anchor somewhere...
