Same geospatial filtering for p1_nwis_dv_sw_data should be done for the field measurements.

To do:

  • created a new target p2_nwis_meas_sw_data that runs through the same wrangling process as p1_nwis_dv_sw_data. To add in 2_process_sw_gw_site_data.R

follow-up of issue #43 and PR #47
