Manifest Dev Fixture

Add a Manifest as well as the accompanying sub models as a development fixture.

the manifest should be one previously completed in RCRAInfo, it's status should be 'Signed', and one that we created. Not many modifications should occur.

this will give future development data to hydrate the views without you need to sync the local Haztrak database every time.

The only thing is the manifest model needs to be, ideally, stable. We're haven't reached that point yet. depends on...

While not all of these NEED to be finished, this dev fixture will require a lot of maintenance if most of these aren't already implemented.
