Cannot submit new GPO project/response request

Working with Katie and would appear the new response form is not working for the GeoPlatform. The Primary Auth Group drop-down is empty, but required. Confirmed I am logged in w/ the GPO and am a coordinator, same for Katie.

I checked and I am able to successfully log in w/t GeoSecure and request a new project (form does not include Primary Auth Group). So def appears to be a GPO issue.

The bug is such that if you don't touch the role the auth group does not populate. If you change the role, which in this case likely needs to be EPA Publisher anyways, the auth group options will populate. Should be able to have a fix today. @jlherring

The issue is that the form respects if there is a default option for Role configured but does not query to get associated auth groups if needed. I believe this is mostly an issue for superusers because the only default role configured is in geosecure but that does not require an auth group. However if a superuser logs in via geoplatform all available roles are returned not just the ones configured for the portal you authenticated through.
