iOS - Bookmark - VoiceOver Focuses on Footer Bookmark Link Instead of Top of Screen

When I choose the "Bookmark" from the footer, and I go to that screen, VoiceOver focuses on the footer "Bookmark" link instead of the top of the screen where the ILAB logo is.

A similar problem occurs when using the footer "Search" link where it stays focused on the footer link, but the screen goes where it's supposed too.

VoiceOver is focusing on the Bookmark link in the footer after tapping it instead of the top of the screen as expected.

If this is truly an iOS issue, I would like to leave it open until they correct it, so we have it on record as a problem, be it from an application development problem or VoiceOver issue.
