Recurring reminders are not rescheduled properly after they fire.

They're still saved correctly in the DB, and are rescheduled fine on restart, however, they don't reschedule on their own if the bot stays up. Our temp fix has been to manually restart the bot every 2 weeks so they get re-scheduled.

Assigned Limao because he said he might be free over summer. Feel free to un-assign.
