Description:
We’ll potentially be getting data in many contradicting formats. Convert these to some standard (metric) units.

Time Conversion between APRS local (?) and NOAA UTC
Latitude and Longitude to dotted decimal format.
Convert APRS, which may be in feet, to meters.
