register version number not updating on bulk upload

The version info of a register displayed by the UI is not updating when new entries are bulk uploaded to it.

To reproduce, using the UI:

• create a new register 'test'
• set the status of test to experimental
• inside test, create a new sub-register with notation entry
• set the status of entry to experimental
• click on the all properties button of the entry register - verify the version info is 1
• bulk upload the attached file (remove the .txt on the end of the file name) into the 'entry' register
• click on the entry 1 entry and set its status to experimental
• return the entry register and click on the all properties button of the entry register - the version info is still 1 and should be 2
