Sanitize degree names for "Minor", "Certificate"

Generally we expect that minors and certificates should not contain "Minor" or "Certificate" in their program names; however, we've had a newer minor come in recently that includes "Minor" in the name (Strategic Communication Minor).

Ideally, we should ensure that incoming programs exclude these key words in their program names. This will also help during our WordPress degree imports into the main site, which append -minor or -certificate to the end of the degree slug based on the program type (to avoid slugs ending with -minor-minor/-certificate-certificate).
