Is your feature request related to a problem? Please describe.

Crew members can spam External scans which sometimes causes the Cassini 2FX core to slow down.

Describe the solution you'd like

Including a delay before the crew member can scan again, or adding a delay before the crew member can cancel the scan would be great.
