Is your feature request related to a problem? Please describe.

Crew can spam external sensors scans. Which is frustrating to deal with core-side.

Describe the solution you'd like

Add in a delay after a scan has been started before the scan can be cancelled or a new scan can be started. Recommended up to 5 seconds.

Describe alternatives you've considered

This is more quality of life, so it is what it is.
