The annotation file has comments like this that do not appear to add useful information

What does this mean actually?

It is not intended to be useful for the use of the file, but rather for tracking how an annotation was made. This happens due to a feature asked from our awesome annotators: let us copy the annotations from one LOINC to another because we know they would be annotated identically. I want to track this behavior in case we need to diagnose why an annotation is made in a specific way.

It is not useful for an end user unless they really want to know why we made a specific annotation.
