UPF set_isolation -applies_to no impact

Describe the bug

set_isolation -applies_to has no impact. Isolation is always applied on output. Even when set to inputs, isolation still applies to outputs.

Expected Behavior

Maybe I am using it wrong but if not then it should have an impact.
