[BUG] 10.2.1: issues with installing rich

pypi archive does not have docs/ and tests/ directories. However when I'm trying o use gitthub autogenerated tar ball https://github.com/willmcgugan/rich//archive/v10.2.1/python-rich-10.2.1.tar.gz setup.py build and than setup.py install installs only *egg.info directory.
