Decide on behavior when overcommitting resources at the offheap-resource level #53

Currently offheap-resource will log a warning if you attempt to create a set of pools that are larger than the maximum available physical memory on a machine. When we are closer to a complete system, with a greater understanding of all the pieces in play we should reassess this behavior and see if a failure to initialize would be a better approach. This will need to be addressed in a holistic manner which is why I don't want to make a decision now.
