Shorts play at a very low quality, and have to quality option

Describe the bug

A few weeks ago (idk when exactly) shorts started playing at a very low quality when viewed in the web app (LibreTube is fine), and there is no quality option.

To Reproduce

1. Start playing any short in piped on the web, e.g. https://www.youtube.com/watch?v=iNxmIx6bCDg
2. Video is very pixelated, and no option to increase the quality

Expected behavior

Short video quality should work like regular YT videos

Browser, and OS with Version.

Tested on Firefox 134.0.2 and Chrome 132.0.6834.111, both on Windows 11.
