[FEATURE] Make EXT:solrdebogtools plug-and-play installable

Is your feature request related to a problem? Please describe.
Installation of EXT:solrdebogtools requires changes in template files. It would be nice to integrate it as PnP, hust install and use.

Describe the solution you'd like
Define placeholders with empty partial files on EXT:solr on desired places, which will be overridden by EXT:solrdebugtools.

Additional context
To much todo on solr-ddev-site without copying/modifying of EXT:solr templates.

Target versions
main branch only(may be EXT:solr 13.0)
