This needs to include at least:

All NuGet packages have been updated.
All dotnet tools have been updated.
WiX was updated to the latest version.
Release notes have been prepared.
Translations are done for all core translated languages.

After creating the release:

The release correctly installs in a test environment. This requires an installation that checks for prerelease versions.
Release is published.
