Add a manual workflow to the repo, which

  • updates the metadata for the version (e.g. 1323617)
  • opens pull request

on merged pull request:

  • update the title of the latest draft
  • releases the latest draft (with semantic versioned tag)

Adds another action which creates/updates the release notes draft.
