Half-Life 2's 20th anniversary update added bicubic lightmap filtering when shaders were set to Very High. This simple change drastically improves the perceived quality of a map's lighting in the Source engine and would be a great enhancement for Strata.
I think that applying this same filtering to cubemap textures also would help to smooth out their appearance significantly and make them look much better even with lower resolutions.
