Waiting for stable builds before updating SparklyPaper...

I need to change SparklyPaper's latest commit to point to the latest Paper 1.21.3 commit, because it seems that they haven't created a ver/1.21.3 branch.

Currently I'm using this SparklyPaper 1.21.3 build on my production server and it works fine. :3
