[FEATURE] EcoEnchants "Treecapitator" Enchantment

Is your feature request related to a problem? Please describe.
There is no Treecapitator enchantment in ecoenchants, seeing how EcoEnchants works it wouldn't be too hard to implement this using smoothtimber :)

Treecapitator enchantment that is an EcoEnchants enchantment that acts like normal tools in config, just it acts like an enchantment

I do not plan on adding features to the legacy version of SmoothTimber therefore you are free to add this feature to SmoothTimber with a pull request if you want to.
However keep in mind that the legacy version will be swapped out by the newer version as soon as that version is ready to be released.
