Migrate to Vue 3

Vue 3 has been finally released, migrate template to the latest version.

I may take a stab at this because I want to get Vue 3 working. The holdup is Vuetify since it may be a while until they have a v3 compatible release. I may just pull Vuetify out and just copy Blazor's bootstrap as a placeholder just to get it working on my end.

I don't mind this being on Vue 2 until Vuetify catches up. Looks like that might not be till 2022.

Is this still happening? Vuetify has an alpha release so maybe this can be used temporarily.

The project will be migrated to Vuetify 3 and Vue 3 as soon as there's a stable release 3.0. Template is meant to be used for stable enterprise apps, feel free to fork it and try alpha version of Vuetify ;)
