[Feature] Allow painting facades without the Machines module (through Crafting or an Anvil, perhaps). #5581

Issue Description:

I've recently played several modpacks and non of them had enderIO installed. So I tried to install the conduits module myself, because I think it's the best cable mod out there, and I don't want to change the modpack much. Unfortunully there seems to be no way to paint the facades without the machines module. I would try to add a dynamic recipe with CraftTweaker, but I have no idea how to do that, or even if it's possible.

What happens:

Can't paint facades without machines module

What you expected to happen:

Some way to paint facades without machines module.

Steps to reproduce:

1.Install EC, EIO Base, and EIO Conduits
2.Try to paint a facade
3. ...
