Provide a minimal TrackJob Implementation for pysixtrack #1

It would be very helpful to have a TrackJob implementation available which has the same API as in sixtracklib yet uses pysixtrack for its backend. That way, we could easily cross-check the two libraries for inconsistencies and use pysixtrack to debug physics problems in sixtracklib.
