Can AI execute the instructions of the software itself, not just opening it? (my 'EXECUTE_LOCAL_COMMANDS' has been set to 'True')

my 'EXECUTE_LOCAL_COMMANDS' has set to 'True, I am sure it can open my software in my PC, but I don't know whether if it can proceed the instructions inside the software,
for example: I need AI to import one MIDI file inside my FL Studio; For the 5 actions defined,
I set Action-1: Open 'FL Studio' in my PC ( I tell AI the path)
Action.2: Import one MIDI file (I tell AI the path of this MIDI file)...
but it just open FL Studio, the message shows 'Executing commands...' and keep hanging...
but didn't proceed my actions accordingly..
how shall I do to continue the steps ?

wouldnt it be easier to just drag the midi in. no but have u had any luck with ai that can controll fl?
