Start and Stop Camera Capture

Is your feature request related to a problem? Please describe.
The camera will currently always capture once the user either starts a stream or gathers data. The camera will not stop capturing when either of these processes stop.

Describe the solution you'd like
Figure out a way to start and stop the camera. The camera currently can only start. If you stop the camera, you will not be able to restart it, unless you restart the program.

The problem lies in pi_video_stream.py.
