Problem

Нет информации о том, что нужно настроить для того чтобы создать Pull Request.

Solution

Согласно общепринятому подходу, нужно создать файлик CONTRIBUTING.md.

Improvements

На данный момент часть информации описана в README.md. Специальный файл будет удобнее, поскольку ссылки на него дополнительно отображаются в интерфейсе GitHub.
