Offer all contributors the chance to be cited via their ORCID

Our community is tremendously helpful, and many of them already have a presence in cited material such as academic papers. I'd like to reward their contributions with further citations.

See nc-time-axis/CITATION.cff for an example of what this could look like.

We have discussed in #5483 and #5161 possibly listing ORCIDs in a CITATION.cff file, but a significant blocker has been the volume of work to collate this and where to draw the line. So I am raising this separate discussion to capture this as a debatable ambition, rather than a blocker to current citation improvements.

My proposal (pending the introduction of CITATION.cff in #5483):

• We seed CITATION.cff with the current team of active maintainers.
• Requests for inclusion in the Iris citation should be a pull request to add your ORCID into CITATION.cff.
  This avoids maintainers having to collate everyone themselves.
• ANY contributor is allowed to be included. Even small contributions take effort, and we benefit from them. This could even include someone who has never contributed code, but has contributed valuable expertise via conversation.
  This avoids maintainers having to make tough judgement calls. It should be pretty obvious if anyone has made a cynical request after fixing a single unimportant typo (for example).
• We are free to re-order the list of contributors as we see fit.
• We advertise our request for ORCIDs as a pinned issue. Thanks to @HGWright for pointing out that there is one more space available!
