Review and add tests for instruments

Summary

Issue #1172 highlighted a permission issues with instruments. We should review and implement additional tests to prove that the instrument sub-system is behave as it should.

Extra Details

The tests folder is missing the InstrumentPermissions.js file.

Here you should include details about the system (if it is unique) and possible information about a fix (feel free to link to code where relevant). Screenshots/GIFs are also fine here.
