Show Disabled delete icon for ineligible Budget lines with tool-tip on why its not eligible in general (Msg: Has actuals or probables for a year that makes it in-eligible for deletion)

On Analysis and much effort to find a suitable approach, we could not show toolTip using spreadSheet or Native HTML/CSS.
