Automatically deploy the stack to an EC2

Useful on the long run for sharing and getting feedback as well as when we will have clients that need to access challenge data. The sooner these data are widely accessible the sooner clients can be developed and start relying on this service, which will provide valuable feedback to improve the ROCC service.

For now it's good enough to work with this GitHub repo and docker-compose up.
