SETTINGS: Minor: A more informative message to user when Pressing update of names

Description of issue:

Pressing update name of verified identity twice will results in:
För många försök att uppdatera namnen har gjorts. Var vänlig försök igen senare.
Too many attempts to update names have been made. Try again later.

Potential fix:

Personally I would like either to inform user about how often this action is allowed e.g. "We can only fetch info from ... every 1hour."
or grey out the button during this timeout period with explanation why its greyed.
