Bug Description

When you go to environments in nightly server and try to create a new environmental sample it doesn't allow

Reproduction Steps

  1. Login to nightly server as national user
  2. Click on environments
  3. Click on a test environment
  4. Try to create environmental sample
  5. Error message
    ...

Expected Behavior

It should allow you to create an environmental sample
