[EPIC] Improve link between Outcome of Case and Present Condition of person in case of death

Problem Description

Currently, the Outcome of Case and Present Condition of is linked and updated accordingly when one changes.

But there are some edge cases when it does not update and can lead to inconsistent data.

This is why the link should be reworked to make it more clear to the user what is happening and give them more control.

Proposed Change

When a user makes changes to either the "Present Condition" of a person or "Outcome of Case" that involves death, a popup should appear, showing which changes will be made if the user continues and giving them the option to either continue with the change or cancel the action.

As there are multiple cases that need to be handled, this is an epic describing the overall task and will be split into multiple single issues, describing the specific cases.

Added Value/Benefit

This change will make it more clear to the user what is happening in the system and what consequences their change has, as well as giving them more options to make informed decisions.

Acceptance Criteria

• Update Person when case outcome is changed to "Deceased" #13209
• Update case when person's condition is set to "Dead" or "Buried" #13211
