Describe the bug
ALI sibling names should be unique, otherwise they would have the same hierarchical path

Expected Behavior
SEED's backend should prevent creating sibling ALIs with the same name

Actual Behavior
It's allowed:

Steps to Reproduce

  1. Create a new access level instance
  2. Create another access level instance under the same parent and use the same name
