In order to get Ruby running through RbEnv, there is the Rbenv installer which lists the following packages :

build-essential
tklib thus I never encountered a lib that required this one on a headless server so I guess we can skip it
zlib1g-dev
libssl-dev
*libreadline-gplv2-dev

The followings are unlisted but are required to run rails :

libxml2-dev
libxslt-dev
libsqlite3-dev
