Subject: [PATCH] Batesj updates. - webinars and office hours (#362)

* Update webinar-series.html page for dec2024 entry

expand details, add title for Johanna's presentation

* Update webinar-series.html for entry formatting

add italics

* Update webinar-series.html -punctuation formatting

add and/or close quotation marks around titles on recent entries

* Update index.html for details Dec 2024 webinar

add copy of line used in webinars page (line 177 here)

* Update index.html - formatting webinar entry

close italics
remove original line, keep new one for webinar details

* Update-TEST- on Index page, move webinars/office hours up

try putting webinar and office hours announcements at top of the Breaking News Section

* Test formatting fix for webinar and office hours copied sections up top

-the preceding copy and paste of webinar and office hours sections led to ugly formatting.
