Incorrect file permissions for heroku ppa #8

After running the script* this file ends up with 420 permissions, but should have 644.

/etc/apt/sources.list.d/toolbelt_heroku_com_ubuntu.list

* Must note I did run it on 16.04

This can be fixed with sudo chmod 644 /etc/apt/sources.list.d/toolbelt_heroku_com_ubuntu.list
