Don't automatically download updates

As we move to give students mobile Internet, we should make sure that it all doesn't get used up downloading an update in the background. It's ok if it still checks for updates and notifies but it should not automatically download updates in the background.

I think in default Ubuntu is not downloading any updates, just checking for them. Can't verify at the moment.
