[TP/CV Builder:] Display left/right column vertical fill percentage

User story

As a Jobseeker, while editing a section of my CV, I want feedback on many percent of the available space in the current column I've used (or exceeded).

NOTE: how to display column vertical fill percentage for both columns in any mode in a "minimalistic way" is currently being researched by @katsu-ux.

Acceptance criteria (for QA)

ACs by priority. We implement the top ones first, then the next ones if time

1. Display a warning message to user when left and/or right column fill degree approaches 100% or goes above it
2. Display the percentage in a progress bar
3. A "fancy" progress bar - details to come
4. Highlight the relevant column with a rectangle with a blue border
