[azure-pipelines] detach Analysis stage

• detach sonar-cloud stage in a isolated pipeline

• to be triggered after the successful of the CI stage/pipeline. independently. [ i was unable to make it working and at the same time would be more time consuming)

• reusing the same vcpkg dependency used in CI. (created a Follow up [azure-pipelines | dep] reusing same Dep stage #107 )

• add an analyzer badge

• no need to wait to validate the PR for sonarcloud....
  or at least it is an optional information not a required one, so no need to wait 3 stages of CI, 2 are enough and the 3rd one triggered as independent pipeline.

• the Analysis stage can also generate code coverage (created a Follow up [azure-pipelines | analyzer] Integrate Code Coverage #106 )

• linting ... etc... [using codacy and soundcloud for that already. Nothing more needed at the moment]
