Update the changelog for a new version (v2.3.2)

Description

Prepare for a new release, requested by @kartographer after merging #1282

Also updated the making releases document based on recent experience.

Motivation and Context

• I have updated the CHANGELOG to put all the unreleased changes under the new version (leaving the unreleased section empty).
