Reconcile runbook and constitution

The constitution currently holds a section for eboard roles and responsibilities. It would be good if these responsibilities were the same in both the constitution and the runbook.

@axk4545 Nice catch. I'll work on this. I might look at migrating this entire setup to a ReadTheDocs-style format too. I know LaTeX is awesome, but I can't maintain this and need to get it into a format that is easier to work with and maintain.
